My areas of interest are health economics, environmental economics, urban economics, and public policy. My work deals with valuation of risks to human health and safety, valuation of urban and environmental amenities, benefit-cost analysis and public policy. I have an entry titled “Economics of Value of Life” that was published in the International Encyclopedia of the Social & Behavioral Sciences and a chapter titled "Quality of Life" that was contributed to the edited volume, A Companion to Urban Economics. I have written books on environmental policy and traffic safety regulation. My research has been funded by the National Science Foundation, MacArthur Foundation, U.S. Environmental Protection Agency, Urban Institute, and Kentucky Cabinet for Natural Resources and Environmental Protection. "Valuing the Priceless" presents an overview of my research and work with graduate students. Since 1980 I have been at the University of Kentucky in Lexington, Kentucky where I am the Carl F. Pollard Professor of Health Economics Emeritus and Professor of Economics and Public Policy Emeritus. I have held appointments both in the Department of Economics of the Gatton College of Business and Economics and in the James W. Martin School of Public Policy and Administration. I earned my B.A. at Ohio Wesleyan University, M.A. at Ohio State University, and Ph.D. at the University of Chicago where I wrote my dissertation "Value of Life: Implications of Automobile Seat Belt Use" under George S. Tolley.I was a visiting Fulbright Scholar at the Stockholm School of Economics in Riga, Latvia in 2007-08 and 2010 and have held visiting positions at the Stockholm School of Economics in Sweden, the Swedish Road and Transport Research Institute in Linköping, and the University of Chicago. I am a former editor of the Journal of Benefit-Cost Analysis and have served in an advisory or editorial capacity for Review of Economics of the Household,Resource and Energy Economics, Journal of Risk and Uncertainty, Growth and Change andJournal of Environmental Economics and Management. I have served on various committees for the Association of Environmental and Resource Economists, American Society of Health Economists, and the International Health Economics Association. I have served as Vice President of the Southern Economic Association and am currently President-Elect and Program Chair. In 2022 was President of the Society for Benefit-Cost Analysis. In 2009 I was honored to be named the Kentucky Distinguished Economist by the Kentucky Economic Association. My biography can be found in two editions of Who's Who in Economics edited by Mark Blaug. |
